Prime Minister Narendra Modi and President Vladimir Putin will meet in Moscow, their first meeting since 2022. A key issue on Modi's agenda is the fate of Indian civilians recruited by the Russian Army for the Ukraine war. Sources say at least four Indians have died, with 35–50 still in the army and less than 10 allowed to return. Modi aims to bring them back. The Russian law permits foreign recruits, including volunteers from Sri Lanka and China. During the visit, Modi will also receive the Order of St. Andrew the Apostle, Russia's highest state decoration.
